About this publication

Product Description

AWS B5.17:2025-AMD1, Specification for the Qualification of Welding Fabricators, establishes minimum requirements for a Welding Quality Program used by organizations performing welded fabrication. Qualification is based on examination of the implementation of the fabricator's Quality Manual to verify compliance with the requirements of the specification.

The specification is intended for welding fabricators regardless of the welding processes or materials used. Its purpose is to provide a consistent framework for evaluating whether a fabrication organization has the management systems, personnel responsibilities, document controls, material controls, welding controls, inspection processes, corrective-action systems and internal audit practices necessary to support reliable welding quality.

Current Edition and Amendment

The underlying document is the fifth edition of AWS B5.17, published in 2025 and revising AWS B5.17:2014. Amendment 1 was subsequently approved in 2026 and is incorporated into the current AWS catalog product identified as AWS B5.17:2025-AMD1.

Amendment 1 does not constitute a new sixth edition. The correct edition description remains Fifth Edition, 2025, incorporating Amendment 1 approved in 2026.

Scope

The specification establishes minimum requirements for the Welding Quality Program of welding fabricators. It is designed for use regardless of the welding processes or materials employed by the organization.

The scope does not cover weldment design or fabrication activities unrelated to welding, such as bolting and coatings. Its focus is the organizational quality system used to control welding fabrication.

Purpose of Welding Fabricator Qualification

AWS B5.17 provides a framework that can be used to evaluate a welding fabricator's capability to satisfy project quality requirements. The qualification process examines whether the organization has documented its quality controls and, more importantly, whether those controls are actually implemented.

The standard can therefore assist purchasers of welded products when evaluating a fabricator's quality capability and can also provide fabricators with a structured basis for developing and maintaining their own Welding Quality Program.

Relationship to AWS Certified Welding Fabricator Accreditation

AWS B5.17 provides the technical quality-program requirements associated with qualification of welding fabricators. A fabricator may pursue accreditation by AWS as an AWS Certified Welding Fabricator when the organization also satisfies the requirements of AWS QC17, Specification for AWS Accreditation of Certified Welding Fabricators.

B5.17 and QC17 serve related but different purposes: B5.17 defines Welding Quality Program requirements, while QC17 establishes the AWS accreditation framework.

General Requirements

Clause 1 establishes the general framework for applying the specification. It addresses scope, units of measurement, safety and terminology conventions used throughout the document.

AWS states that the specification itself does not require a particular unit system. Requirements are instead directed toward the organizational and quality-management elements necessary for welding fabrication.

Normative References

Clause 2 identifies documents that are mandatory to the extent referenced by the specification. These supporting standards provide requirements used when implementing particular elements of the Welding Quality Program.

The fabricator's document-control and technical-library processes therefore need to ensure that applicable referenced materials are available and appropriately controlled.

Terms and Definitions

Clause 3 establishes terminology used throughout the specification. The 2025 fifth edition specifically added or revised the definition of welding fabricator as part of the technical update from the 2014 edition.

Consistent terminology helps define responsibilities and provides a common basis for qualification, auditing and communication between fabricators, customers and accreditation organizations.

Qualification

Clause 4 establishes the qualification framework. Qualification is determined by reviewing the implementation of the fabricator's Quality Manual against the requirements of AWS B5.17.

This approach means that a written Quality Manual alone is not sufficient. The organization's actual practices, records and controls must demonstrate implementation of the documented Welding Quality Program.

Quality Management System

Clause 5 addresses the Quality Management System supporting welding fabrication. The system provides the organizational framework through which responsibilities, controls, documentation, inspections and corrective actions are administered.

The Quality Management System integrates the individual requirements contained in the Quality Manual into a functioning welding-quality program.

Quality Manual Requirements

Clause 6 contains the central requirements for the fabricator's Quality Manual. The manual documents how the organization controls its welding operations and associated quality activities.

The 2025 edition significantly revised Quality Manual and personnel requirements, clarified review of material documentation and NDE subcontractor qualifications, eliminated the previous requirement to maintain a log of contract documents and revised corrective-action provisions.

Management Support and Responsibilities

The Quality Manual must define management responsibilities associated with the Welding Quality Program. Management support is essential because authority, resources and responsibility must be assigned for implementation of welding-quality requirements.

The quality system should make clear who is responsible for administering, reviewing and maintaining the controls required by the specification.

Organization

The specification requires the Quality Manual to describe the organizational structure relevant to welding quality. Responsibility and authority must be defined so that welding, inspection, material control and other quality functions can be administered effectively.

Document Control

Document control addresses the procedures used to manage standards, specifications, drawings, procedures and other documents affecting welding fabrication.

The fifth edition eliminates the earlier requirement to maintain a specific log of contract documents while continuing to require effective control of documents used in the Welding Quality Program.

Material Control

Material-control requirements help ensure that materials used in welded fabrication conform to applicable specifications and project requirements. The quality system must address appropriate identification and review of material documentation.

The 2025 edition clarifies the evidence required to demonstrate review of material certifications or material test reports.

Welding Controls

Clause 6.6 addresses welding activities within the Quality Manual. The fabricator must have appropriate controls for welding operations performed under its Welding Quality Program.

These controls operate together with applicable welding procedures, personnel qualifications, materials, project specifications and inspection requirements.

Inspection Requirements

Clause 6.7 addresses inspection and personnel responsible for determining whether welded fabrication satisfies applicable requirements.

The Quality Manual must identify how inspection responsibilities are assigned and how personnel performing required examinations are qualified and controlled.

Nondestructive Examination Personnel

The inspection provisions include requirements for personnel performing nondestructive examination methods such as magnetic particle testing, liquid penetrant testing, radiographic testing and ultrasonic testing when those methods are applicable.

The fabricator's Quality Manual must identify qualified personnel and establish how their qualification and certification are controlled under the employer's written practice.

Amendment 1 — NDE Inspector Qualifications

Amendment 1 revises Clause 6.7.2 concerning NDE inspector qualifications. The original 2025 text permitted the employer's written practice to recognize ASNT ACCP Level II certification under specified conditions.

The 2026 amendment replaces that reference with provisions allowing the employer's written practice to recognize ASNT 9712 or internationally recognized equivalent certifications, provided that the written practice describes a process for review and acceptance of those certifications.

The amendment retains the broader requirement that personnel performing NDE be certified in accordance with the employer's written practice and the applicable NDE qualification requirements identified by the specification.

NDE Subcontractor Control

The fifth edition strengthens the documentation associated with qualification and review of NDE subcontractors. AWS identifies signed or otherwise documented review of subcontractor qualifications as one of the significant changes from the previous edition.

This helps ensure that outsourced examination activities remain within the fabricator's controlled Welding Quality Program rather than functioning as an undocumented external activity.

Nonconformance

Clause 6.8 addresses nonconforming materials, work or conditions identified through the Welding Quality Program. The fabricator must have procedures for identifying and controlling nonconformance so that unacceptable work is not inadvertently accepted or released.

Documented nonconformance controls also provide the information needed for disposition, investigation and corrective action.

Corrective Action

Clause 6.9 addresses corrective action. The 2025 edition revised these provisions to allow corrective actions to be performed by the fabricator in accordance with its established procedure.

Corrective-action processes support identification of causes and prevention of recurrence rather than limiting the quality system to correction of individual nonconforming items.

Measuring and Testing Equipment

Clause 6.10 addresses equipment used for measurement, inspection and testing. Equipment used to make quality decisions must be appropriately controlled so that results remain reliable.

This requirement supports confidence in measurements and test results used to determine whether welded fabrication conforms to applicable specifications.

Internal Quality Audits

Clause 6.11 requires internal quality audits. Auditing provides a structured means for the fabricator to determine whether the Welding Quality Program is implemented as described in the Quality Manual.

Internal audits can identify deficiencies in documentation, implementation or process control and provide information for management review and corrective action.

Sample Forms

Clause 6.12 addresses sample forms used within the Welding Quality Program. Forms can provide documented evidence of inspections, reviews, approvals, material checks, nonconformance actions and other required quality activities.

Fabricators can incorporate forms appropriate to their own operations while ensuring that required information and records are retained.

Required Technical Library

Clause 7 addresses the reference library maintained by the welding fabricator. The library supports access to the standards, codes, specifications and other technical documents needed to perform and control welding work.

The applicable library depends on the welding processes, materials, industries and project requirements associated with the fabricator's work.

Informative Annexes

The specification contains two informative annexes:

These annexes support users who need formal interpretation guidance or information on related AWS qualification and certification documents.

Major Changes in the 2025 Fifth Edition

AWS identifies several significant revisions compared with AWS B5.17:2014:

Edition History

The AWS foreword identifies previous editions published in 2000, 2004, 2008 and 2014. The 2025 publication is expressly identified by AWS as the fifth edition and revises the 2014 edition.

Amendment 1 was approved in 2026 and modifies the fifth edition rather than replacing it with another numbered edition.

ANSI Status

AWS B5.17:2025 is an American National Standard and was approved by ANSI on March 11, 2025. Amendment 1 was approved by ANSI on May 12, 2026 under the designation B5.17-2025-AMD1-2026.

Technical Committee

The fifth edition was prepared by the AWS Qualification and Certification Committee under the direction of the AWS Technical Activities Committee. The publication also identifies the AWS Subcommittee on Welding Fabricators as the specialist group associated with development of the specification.

Who Should Use AWS B5.17:2025-AMD1

Why This Specification Matters

Consistent welding quality depends on more than qualified welders and approved welding procedures. Organizations also need effective systems for controlling materials, documents, inspections, NDE personnel, measuring equipment, nonconforming work, corrective actions and quality records.

AWS B5.17 provides a common framework for evaluating those organizational controls. Because qualification examines implementation of the Quality Manual, the specification helps distinguish between merely possessing written procedures and actually operating a controlled Welding Quality Program.
