About this publication

The ISO 10013:2021 Quality Management Systems — Guidance for Documented Information standard provides internationally recognized guidance for developing, maintaining, controlling, and improving the documented information needed to support an effective Quality Management System (QMS).

Published by the International Organization for Standardization (ISO), ISO 10013 helps organizations determine what documented information they actually need, how it should be structured and maintained, and how documentation can support the consistent operation of processes without creating unnecessary bureaucracy.

A major strength of ISO 10013:2021 is its recognition that modern management-system documentation extends far beyond traditional paper procedures and binders. The standard reflects the increasing use of electronic records, digital documentation systems, automated workflows, databases, collaborative platforms, and other technologies used to create, store, control, distribute, and protect organizational information.

ISO specifically notes that this edition was updated to reflect advances in the digitization of documented information, including the security measures needed to protect digital information and the growing use of automation to control the flow of organizational processes. This makes the 2021 edition substantially more relevant to modern organizations than the earlier technical report it replaced. (committee.iso.org)

The standard supports organizations in developing documented information that is appropriate to their size, activities, processes, products, services, complexity, risks, and organizational needs. Rather than prescribing one mandatory documentation structure, ISO 10013 encourages organizations to tailor documentation so it supports effective operations and preserves useful organizational knowledge.

This flexibility is particularly important because ISO 9001:2015 no longer requires a specific documentation hierarchy or mandatory quality manual. ISO 10013:2021 reflects that change. Organizations may still use quality manuals, procedures, work instructions, forms, process maps, specifications, digital records, or other documentation where they add value, but the standard does not force every organization into the same document structure.

ISO 10013 also recognizes that documented information plays an important role in preserving organizational knowledge and experience. Well-managed documentation helps organizations retain information when personnel change, communicate requirements consistently, support training, demonstrate that processes were performed as planned, and provide evidence for audits, customer requirements, regulatory obligations, and continual improvement.

The standard can support both information that an organization needs to maintain and records it needs to retain. In practical terms, this helps organizations distinguish between documents that guide how work should be performed and records that demonstrate what actually occurred.

Although ISO 10013 is closely associated with quality management, ISO states that the guidance can also support other management systems, including environmental management and occupational health and safety systems. This makes it particularly useful for organizations operating integrated management systems where the same document-control infrastructure supports ISO 9001, ISO 14001, ISO 45001, and related frameworks. The 2021 edition replaced ISO/TR 10013:2001 and upgraded the publication from a Technical Report to a full International Standard. It also updates terminology to align with ISO 9001:2015 and modern management-system practice. (committee.iso.org)

At only 14 pages, ISO 10013:2021 is compact, but its subject touches nearly every part of a functioning QMS. For organizations drowning in procedures, forms, shared folders, duplicate spreadsheets, abandoned templates, and filenames such as “FINAL_v7_REALFINAL,” this standard provides a much more disciplined approach to deciding what information actually needs to exist and how it should be controlled.

Why This Standard Matters

ISO 10013:2021 is a valuable reference for organizations that need effective, practical control of management-system documentation. It is especially useful for:
