About this publication

The ISO 10018:2020 Quality Management — Guidance for People Engagement standard provides practical guidance for organizations that want to strengthen employee involvement, competence, participation, and engagement within a Quality Management System (QMS).

Developed by the International Organization for Standardization (ISO), ISO 10018 recognizes that an effective quality management system depends on more than documented procedures and management reviews. The people performing the work must understand how their responsibilities contribute to organizational objectives, have the competence needed to perform effectively, and feel meaningfully involved in the organization’s quality efforts.

The standard gives organizations a structured framework for engaging people in the QMS and enhancing both their involvement and competence. It is designed to help managers and leaders make quality management relevant to everyday work rather than allowing the QMS to become something understood only by auditors, quality departments, or senior management.

A major strength of ISO 10018 is its emphasis on the human side of quality management. Processes, technology, procedures, and controls matter, but their effectiveness ultimately depends on the people who design, operate, monitor, and improve them. Organizations with knowledgeable and engaged personnel are better positioned to maintain consistent processes, identify problems, contribute improvement ideas, and support customer and organizational objectives.

ISO describes people engagement as an important factor in helping individuals understand the relationship between their own work and the organization’s goals. The standard encourages organizations to create conditions where employees understand why their work matters, how quality objectives relate to their roles, and how developing new skills can contribute to both organizational performance and their own professional growth.

ISO 10018:2020 is particularly useful for organizations that struggle to move quality management beyond the quality department. It can help leaders integrate engagement activities into everyday management practices and encourage people at different levels of the organization to become active participants in maintaining and improving the QMS.

The standard also has a close relationship with competence development. ISO notes that ISO 10018 complements ISO 10015:2019, Quality management — Guidelines for competence management and people development. Together, the standards provide organizations with guidance for developing capable personnel while also creating the conditions that encourage those people to become actively engaged in organizational performance and quality objectives.

Unlike an employee-satisfaction survey or human-resources handbook, ISO 10018 is specifically focused on people engagement in the context of quality management. Its purpose is to help organizations connect leadership, competence, communication, development, participation, and quality principles in ways that make the QMS more effective.

The standard is applicable to any organization regardless of size, type, or activity. That makes it useful in manufacturing, construction, engineering, professional services, healthcare, government, technology, education, and virtually any other environment where people contribute to a formal or developing quality management system.

ISO 10018 can be particularly valuable for organizations operating an ISO 9001-based QMS. ISO 9001 places importance on competence, awareness, communication, leadership, and engagement of people, while ISO 10018 provides more focused guidance for strengthening the human factors that support those requirements and broader quality-management principles.

The 2020 Second Edition replaced ISO 10018:2012 and significantly refocused the title from the earlier concept of “people involvement and competence” toward the broader idea of people engagement. The current edition is intended as a practical reference that managers and leaders can repeatedly use rather than a document that simply sits in a standards library.

At only 10 pages, ISO 10018:2020 is unusually concise for an ISO management-system publication, but that brevity is part of its value. It provides focused guidance for organizations that want employees to understand, participate in, and contribute to their quality systems rather than merely being told that a QMS exists somewhere in a shared folder.
